Some themes will have an option in Theme > Theme Options to collapse the navigation. This will display the mobile menu all the time on all screen sizes. If your theme has that option, turn it off and it should display your navigation.
There are also some themes that are just designed to use the mobile navigation at all times; if you have one of those you'll need to switch to a different theme.
