Not all webhook events are delivered. Why?

We have partner-merchant account linkage. In partner account oauth application and webhook are configured. Merchant accounts give access to partner one by oauth flow. We get some merchant events in partner webhook (e.g. 'order.updated', 'payment.updated'). Other events are not delivered (e.g. 'subscription.created', 'subscription.updated'). In webhook configuration all events are selected.
