Trouble getting refunds on gift card

Over the last few months we have had trouble getting refunds to go on to gift cards rather than back on the card it was purchased with.  We have the retail system & worked just fine until recently.  When you swipe the gift card & select to put the money there, it shows to do so.  After the transaction has been completed, you can check the card balance & it will show $0 and the refund transaction will show being refunded back to the customers credit card.  Extremely frustrated since we typically don't offer refunds, only store credit.  Please help
