CBD Account threatened to be deactivated

My account says:

I have made all the changes and it will NOT allow me to click Yes and submit. I have called, emailed and chatted several times and I am told they are escalating and I NEVER hear back from anyone. I am at a loss. How do you actually get through to someone who can help you?
