transaction limit settings
I'd like to exempt certain items from being included in the quantity per transaction limits. For instance, I need to limit the number of sandwiches people can order at one time, but they should be able to add as many bags of chips that they want.
And, is there a way to limit item numbers for ASAP pickup/delivery, while allowing people who schedule their orders ahead of time unlimited amounts of items.

@addys Currently, there are only a couple of order limit settings.
You can set a top level Large Order Setting, where you define the item quantity limit for pickup or delivery orders. Any orders with more than that quantity would display a message (which you set up) to the customer instructing them what to do to place large orders. This is under Online -> Fulfillment -> Pickup & delivery -> Advanced settings button.
Also, for each location, you can Edit Pickup & delivery settings to limit the number of orders that can be scheduled for pickup/delivery at the same time, something usually called order throttling.
Other than these two settings, there are currently no settings to do exactly what you are wanting to do. You probably know this, but you can submit a feature request here -> https://www.sellercommunity.com/t5/Feature-Requests/ct-p/Beta-Feature-Requests
