How can I cancel a giftcard that was sent but paid via PayPal?

How can I cancel a giftcard that was sent but paid via PayPal (part of a scam)?

We already contacted Paypal to cancel the pending transaction for us. 
Weebly isn't letting me cancel the card due to it being a "partial refund".

I woud like someone at Weebly to cancel the validity of the card, at least. 

My website is proudbears.com and the giftcard ID is #QYTYAFARTN3X purchased in Order #2004364952; sent to o***roo@gmail.com.

Weebly really needs to sort out their API communication between themselves and PayPal if a PENDING PayPal payment needs to be cancelled.
