Edit order timing settings "short message" doesn't appear on cart

I am editing the order time settings (Pickup->Location) and there are options listed:

Short message

Provide a short description of when customers can expect to get orders when they are not automatically assigned times. This is shown in the cart and is included in order notification messages.

Instructions

Provide more detailed instructions. This is shown during checkout, in order notification emails, and on the order confirmation.

I filled in some unique test for "Short message" and "Instructions" but I never see the "Short message" (I do see the "Instructions" at checkout).  

What I see in the cart is this:

Pick up location
<my location address>

 

Available for pick up at
<this is all blank; I was expecting the "Short message" here>

Am I not using the "Short message" correctly ?

Hmm... Did you select a pickup location? That's pretty weird that that section is totally blank in the cart.

Yes the pickup location shows correctly ; it shows our compnay name, address, and phone number; it's just the information under the "Available for pickup at" header that is totally blank

Weird! Can you contact our support team about that? I'm not sure what's going on and it would be good if they take a look.
