I have a "starter site' but I can't find any info on the features of having a starter site.

I also cannot see a gear icon or options to edit my SEO page title or SEO page description like the one I see in this video https://youtu.be/InRr_nW7naw?t=26

Do I need to upgrade?

I do see if I click on a page then I can edit SEO, but do I have to do that for each page?

This video is for the newer editor. Since you are using the original editor you'll want to follow these directions here.

How to I get to use the newer editor? And can I get the full functionality from the old editor to design and do SEO?

You would need to create a brand new account under a different email address. When you sign up you will need to select the option that you are selling in order to receive the new editor. We can help you move any paid services over to the new account.

You have older billing so the best way to compare is to click the upgrade button for the other site in your account. You'll be able to see the side by side comparison chart to determine which features will work best for you. If you do decide to upgrade you will pay the pro-rated cost after the remaining credits of your current plan are applied.
