Cant find area on weebly site to download htm files

I have been trying for some time now to find on my website were I can download to eg head section? previously I have copy and pasted the HTML files and they do not seem to work, so looking for an area where I can download the files to example of pic below

The header code is in the SEO section of the editor.

Select - Edit Site ---> Settings ---> SEO ---> Put the code in the "Header Code" area ----> Save and Publish

thank you, i have tried that before and notice the htm file comes up wriiten on the site was looking for a download area, oppose to cut and paste.
