Set Existing Site address

Hi - I've re-designed my original website and I would like to publish the new version under my already paid for Starter plan. I've redirected the old site to "thisisoldsouthniagara.weebly.com" but when I try to use my existing address (southniagaraartists.ca) it's asking me to pay to transfer the domain. Please help...
