What kind of hover effect were you looking to add, @JT5?
Anything really. Change of text color, a box maybe. Something to help the user realize that it is a clickable menu since it has a rather unusual location at the botom of the page instead of the top.
Most themes already have some visual feedback when you mouseover. What is the address of the site? I'm surprised that it doesn't already do something.
