Permission Denied when I try to upgrade site to Pro

I have a problem with a site I have set up for a client, and this site used to have a Pro membership, but then the credit card for the client stopped working/was closed, so the site is now deactivated. But I cannot seem to get the site upgraded to Pro again, and then inserting new payment info? Why is the permission now denied?

This is a urgent matter, hope people can help me out swiftly here!
