I'm sorry to hear you have had a hard time reaching support. It looks like you spoke with a chat rep yesterday and I have confirmed the site is published again. I'm not sure if the rep you spoke with mentioned this, but it may be better for you to pay for your service directly through Weebly instead of the mobile app.
