On the pages tab, click on a page like 1a and drag it to the left. You should see the line indicating menu depth move to the left to show you that the level is updating.

How would you re-nest it? (Update: I did it. Just drag it to the right again.)

What is the visual difference between the two?

Nesting a page will convert the page to subnavigation in the navigation menu. It essentially creates drop downs.
