Can Flipbuilder software be used to convert a PDF to  a Flipbook and posted on Weebly? If not, are there other software programs.

Is the flipbook something that has embeddable code, @Armoral? If so, you might be able to use it with the Embed Code element.

You might be better off contacting flipbuilder direct for an answer.   From what I could see there is embeddable code BUT it also seems that you may need FTP access to the web server and that's something that Weebly don't allow.
