Tax applied for all states

I have a Tax set up for my item, but it only appears if the shipping address is a NY address. If a user enters a different state, then $0.00 tax appears for the item. Anyone know how to fix this?

Thanks checking in—at this time, we aren't able to offer a workaround for this default setting. With Square Online Store, tax will only applied to sales shipped within your state. For more information and next steps, have a look here: Online Store Payment and Order FAQs.
