Sales tax isn't being applied to online orders outside of my sate

Hello. I have added United States under the tax rates for Sales taxes but sales tax is not being added to orders unless they are purchases from customers in my own state. How do I fix this?

It is my understanding that wherever the client is purchasing from, if they don't have sales tax in that state, it is not charged for that customer.
