I tried what it says on how to refund..no luck

I had a customer pay a $300.00 deposit on a $1850.00 invoice and then he canceled the deal.  I canceled the invoice and tried to issue his refund.  I clicked on the 3 dots, pressed issue refund and a screen popped up to refresh page.  I did that and nothing happened.    Also when I sign in it says "your signed in on Australian site and click here to go to USA page..
