How do I get my shipping to charge what I set up?

I'm having the worst time trying to figure out shipping for my new online business. No matter what I set up in my Weebly shipping profile it keeps reverting to $12 for shipping. I can't charge that price for one bar of soap. I have tried to price shipping by by total of items in the order, shipping rates for dollar amounts- such as 5.00 for orders between $4-$8 and so on. I have standard shipping as my default but no matter what the amount of items in the cart, it just charges one flat fee.

I'm happy to look into this with you! Can you please verify your website URL so I can take a look at the checkout flow, and the backend shipping settings? Have you tried using the weight based rate where you setup your shipping tier based on the total weight of the shipment?
