Can't Upgrade.

Has anyone experienced this?  I need to upgrade to a paid site, to use my own domain.  Each time that I try to make payment, the Square checkout page says my card is declined, check with your issuer.  The card issuer says they see no attempt to take payment from Square or Weebly, and that it hasn't even attempted to come through their system, so there is no way they could have declined it, and cards are good.   Support has had us try this, try that, used 4 different cards, 3 different banks, etc., etc., etc., to no avail.  Ideas!?!
