Shipping labels not used

I am shipping through Shippo via my Square Online app. I am struggling to make sense of the reports. It seems like maybe I am paying for shipping even when I don't actually ship something. Is that true? Where do I see what I actually paid for shipping?

I was playing around to see how things work. I created an order. I printed the label, then I refunded the order - and I think that I got charged for the shipping label. 

 

Another time, I went into the screen to print a label. I printed the packing slip and realized there was a problem with the order. I backed out and when I came back to the orders screen, it said that I had already printed the label - when I hadn't - and I think that I was charged for shipping.

Am I paying for labels when they are printed? Or when an Item actually ships?

 I have my own Fed Ex, UPS, and USPS accounts, and when I create a label I get charged, If I ask for a refund it takes a day or 2 to get refunded.  

I believe you always get charged when you print the label since that is basically like buying a stamp or stamps for a certain package by size and weight.
