My reader blinks green and appears to be connected but the IPAD is not showing the reader is connected. It is an older IPAD ... did something happen that it can no longer be used?

The only iPads where the bluetooth readers won't work are any ones running iOS 9 and can't be updated. (iPad 2 for example) You'll have to use a Stand and a USB dock to get the reader to work with those tablets.
If your tablet is newer than that, you should be able to connect the reader via bluetooth. Check out this Troubleshooting Contactless Connectivity help article for some ideas as to what could be going on.
