Order always shows free shipping

I can't get shipping to work with orders. Every time I check it shows free shipping. I had set the rates and weight but it does not work. I am not using calculated shipping. Are you still able to get shipping to show up on other plans? Right now I have to have my shipping prices added into the item price and have the free shipping option, but that will get complicated if someone buys more than one item. There has to be a way to get the shipping to show up.

Hi there! I tested an item in your store and see shipping calculated at checkout. You've done a great job of breaking your shipping rates into appropriate regions, but you might consider adding a fallback rate to each rule in case someone places an order outside of your current weight tier. Click on Settings>Shipping>Edit then edit the rule listed. The fallback rate should be the bottom option.
