Telling me I need to upgrade but already at highest plan

So I have been on hold now listening to the same 25 second section of a Beatles song for 55 minutes.  I logged onto my online store this morning and went to print a shipping label and it told me I needed to upgrade. Confused because I already have the highest paid plan. However I clicked on UPGRADE anyway and it took me to a page that says "You already have the highest paid plan" Then I looked back over my billing on my bank account and noticed I have been charged twice for the same amount in the last 10 days. 

Still on hold....
