I have an item that I just want to an add on item not something you can just purchase, is this possible?

Perhaps looking into Item modifiers - they allow you to sell items that are customizable or offer additional choices. I looked at the modifier and that is good but there seems to not be an ability for the person to increase the quantity.

To make sure I'm understanding correctly, this is an add-on, but people can add it more than once to their item?
An example would be shots of espresso in a coffee shop. You can add multiple extra shots to your beverage. Am I in the right track?
If so, variations might be better for this situation. You could create the main item, then add variations for item + 1 add-on, item + 2 add-ons, etc. You can set the price for each variation.
If this doesn't work for your items, it might help to know the items you are selling and what the add-ons are.

I'm sorry but variations does not work for this case. The situation is that the organization is a tax exempt union representing volunteer Police Officers of all ranks. The main items are their membership dues, as our membership has expressed interest in electronic payment instead of traditional check, etc. The additional item(s) are additional cards. Since the transaction fees we want to bind the additional cards to a renewal or joining transaction.

Unfortunately, there is no way to set individual items as add-ons, so if you were to set the additional cards as a separate item, customers could purchase that item without the membership.
The only two ways to allow this item to be purchased only when the membership is purchased, would be using modifiers or variations.
With modifiers, you can allow customers to select from a list, so you could list 1 Additional card, 2 Additional cards, 3 Additional cards and so on, each with the extra amount you charge for that number of additional cards. You can limit customers to select only one of the options, to avoid confusion.
