Not sure how to surface a bug, but this feels like something that should be fixed.
I was able to hit Duplicate on the Services List section and create a second Services List. It seems the editor doesn’t know how to handle two of these, and will not successfully load, becoming unresponsive, no matter how many times I try to reload the edit page. I’ve tried across three browsers, using a cleared cache, incognito mode, and with the Weebly app - all giving the same unresponsive editor.
Because the editor maintains state between loads, the only way i could get my editor working again was to reset the entire site and start from scratch. I verified this was the problem by again duplicating the section and getting the same results.
I’d love to know if there’s an easier way to fix a broken editor. Even if there is a better way though, users should not be able to duplicate this section if it will break the edit page.

From what you've described, it sounds like a Support Ticket will need to be filed for this issue.
