Is it possible to require billing and shipping address be the same before accepting payment?

Is there a way to require both billing and shipping address be the same and when not have some sort of 2 step process to confirm that identity? Seems charge backs are always billed at one location and shipped to another. 

 

Now with the above question being asked when billing and shipping are different have some verification process required? Or, have us the store put that sale on hold until we approve it.

 

Yes kind of reaching for straws here but looking for input to avoid this. Just tired of thief's definitely seems to be a pattern.

Currently, the ability to require both shipping and billing addresses be the same as a verification measure is a feature request.

Thanks Alex. It would be nice if we could require that shipping addy/billing addy be the same, but not eliminate the option all together necessarily. In a perfect world when a customer wants to use a separate shipping address ( which is legitimate in most cases) they might be directed to take another step requiring identity verification. It could require a one time upload of ID with matching address or identity. It might require a utility bill showing address. Or other methods of verification it is the card holder and/or they are acting with permission of the card holder ( mom, brother, sister, friend etc.) In 100 % of fraud cases ( in my experience) the billing and shipping are always different. This may be a good way to snuff this sort of fraud out. Thanks...
