I spent almost 90 minutes on the phone. I was eventually transferred to someone that was very patient and helpful, but we couldn’t figure out the exact steps to recreate the issue.

I figured out the exact steps to recreate this issue. It occurs for returning users who go in and out of the checkout process.
These are my shipping settings.
All items, United States (50 States & 1 Property)
Standard Shipping
Up to 0.75 lb - $4.34
Free over $75
$75.00 and up - $0.00
1 Pair of pants should be 4.34
2 pairs of pants should be 7.41
3 pairs of pants is over $75 and should be Free
Steps to recreate:
Shop all
Add one pair pants
Check out
Enter email as a return customer
Get code via Text
Shipping is correct
Click on Endless Waves Attire at top
Shop All
Add one more pair pants
Check out
Click Place Order
Standard Shipping Says 4.34 - which isn't right
Click Place Order
Still says Standard Shipping - 4.34 - Which still isn't right
Click Next - Updates to 7.41 - which is deceptive and would cause me, as a user, to leave the site after you told me my shipping was $4.34.
Payment info options appear
Click on Endless Waves Attire at top
Shop All
Add one pair pants
Check out
Shipping says 7.41 - Should be free
Place Order is the only button
Refresh screen
Shipping says 7.41 - Should be free
Place Order is the only button
If I Click Place Order then Customer is charged for shipping - should be free.
If I click Edit next to Shipping Method - the only option is Standard Shipping - 7.41. It should be free or the option Free Over 75 should be available – but it isn’t.
Place Order is the only button
If I Click Place Order then Customer is charged for shipping - should be free.
If I had clicked Edit next to Shipping Method a second time, then Free Over 75 would be an option. No customer can be expected to know/do this.

HI, hopefully this makes sense.
Standard Shipping -weight- can not coexist with over $75 for free.
It needs to be by $dollar amount.
$00.01 - $52.99 = $4.34
$53.00 - $63.99 = $5.49
$64.00 - $74.99 = $7.41
$75.00 - $999.99 = $0.00 free

Then why didn’t Tech Support say that? I spent over an hour on the phone with them, the issue was escalated, and they assured me that it should work the way it was set up.
It works fine as long as the user doesn’t go in and out of the checkout process, and it works if I click the edit button twice, so that leads me to believe it’s a bug in the interface if it is only triggered by a certain combination of clicks.
And if that is the case, that’s pretty disappointing, because that is a very common expectation in terms of shipping models.
Shipping costs are driven by weight. The Postal Service doesn’t care how much my items cost when they calculate shipping. They calculate shipping based on weight. The idea that I have to create some arbitrary pricing schedule just so I can offer free shipping at some level is absurd.

HI, tech support does not use the platform. Best advice, offer free shipping. Increase the price of items that can bear the increase to offset.
