Making 'Notes' on the checkout screen required

Hey,

Is it possible to make it a requirement for a user to add something into 'Notes' when putting through a transaction? I.e, they cannot do the transaction if Notes is blank.

This would be a feature request, but I understand how it could be beneficial in terms of reporting and tracking.
