we change locations each week. do we have to do the complete setup procedure every week. the location changes, but the menu stays the same

If you're changing an area where taxes are different, you might want to set up a new location each week.
You can set your items available at all current and future locations, so they will automatically be available and not create a whole new menu. However, taxes aren't by location, but by item, so if the tax changes, you'd have to make new items. Taxes and accounting are the only reason I would make new locations.
If you're in the same city, just moving between neighborhoods, I wouldn't create a new location.
However, you may need to update your location information so people know where to find you.
Or set your business as a mobile business without a specific location under Account & Settings for each location.
Most businesses use a PO Box for their main mailing address.
Still may want to find a way to notify people where you are: facebook, google maps, instagram, etc.

How to do this is another thing? Easy to say but hard to do? I have been changing this every time but it keep using my first
event? which is wrong?

So you're creating a new location for each event?
Are you signing out of the old location and back in on the new location on the iPad/tablet?
