Text Messaging signups getting "ACCESS DENIED" response

Many of my customers who I have asked to sign up for text messaging service are getting an "ACCESS DENIED" response. They type in JOIN to the correct number and get this. I walked one client through it myself and this is happening.

This needs to be addressed or I need to go elsewhere.
