Is there a way to restrict just the "Adjust Price" button when you add an item to your cart?

The way to restrict right now is by deselecting the "Apply restricted discounts and comps to a transaction" option in Permissions on the dashboard. But I want one employee to have the ability to apply comps. When this option is selected in Permissions, they can apply comps as well as adjust the price when they add an item to the cart.
