How to create a promotion without loyalty in Square for Restaurants

I'm wanting to create a promotion for a two items combo between 12 - 16 pm. I saw one option by creating a bundle but that option is not available in mine confioguration (don't know why) the other solution is using loyalty. However, this last one is not very likeable since I want to offer this to all the customers not only those with loyalty.

How to create this?

Just a couple clarifying questions. Are you only wanting certain people to have this promotion? Or would this promotion be available for all customers? 

I have attached a Support Article regarding how to create discounts and apply them to your sales. If you are looking for only specific customers to have access, you may need to subscribe to Loyalty and/or Marketing to be able to only reach a specific customer base.
