I am trying to figure out how I can issue a return without knowing the Credit Card number or the customer name. Is this possible?

Yes, you absolutely can!
As long as you know which transaction it was, go into your Transactions Tab, either on your Web Dashboard or on your POS device. Locate that transaction, and hit Issue Refund and go through those steps.

If it was a gift we won't know the transaction?

You could track it down by day or time and item purchased.
You wouldn't be able to refund something without knowing anything about the transaction.
And if it was a gift, you would be doing a refund to the original credit card.
The other option is to just load up a Gift Card (eGift Card or Plastic) and create a 100% discount for it, and give that instead of a refund.
