Allow fees and taxes to purchase order before items are received

Currently, it's not possible. Error message: "The fee on this Purchase Order is not applied to received items." 

It is often the case that invoices will be received before the goods have been received. We therefore need to be able to apply fees and taxes to purchase order before items are received. Without this it means the user has to come back and apply the fees and taxes after the good have been received.

It's an unnecessary inconvenience, costly and impractical and therefore it gets missed.

Hey @Bay_IT, thanks for checking up on this! At the moment, I don't have a timeline on when this will be available. In the meantime I would encourage you to check out our Beta Community to join and potentially get access to new features first when we test them out.
