How Can I Charge A Percentage Fee For Shipping?

I would like to charge a percentage fee for my shipping. Like let's say $4 minimum + 4%. As far as I was seeing, percentage rates are not available, though they were during carbon's release. Please add this option because it is important for me. Thx for listening.

I want the percentage for the total order, just like taxes but instead of naming it taxes i name it shipping.
