Website in Quarantine, payment not accepted!

My website is put in quarantine. I could not pay in time the yearly fee for the domain registration. 

I did try it with my Credit Card. But as soon as the money was transferred to the Weebly account, a few seconds later it was transferred back. I contacted the CC company, but said that it was not there fault. It was on the other side. Also PayPal did not work. For this reason, the website is quarantine, and I cannot do anything. I cannot pay to solve the and I cannot access my website.

I also add in My Services the Payments Methods.

I contacted the Weebly help desk, but they give me just a few suggestions, (other browser, other computer, etc.) but every time the same result...

Any help and/or suggestion is appreciated.
