I checked the URL you provided, and it looks like the policy team has already banned this account which also removed the live site.
We do have an automation tool in place to search for these type of phishing sites. Occasionally, a website will be overlooked by the tool, but our policy team is pretty quick to catch these spam accounts if that happens.
