I created a blog (http://hairtransplantasia.weebly.com) before 4 months but search engine not cached yet. When I check the blog page source I found <meta http-equiv='cache-control' content='no-cache' /> tag. How to remove it?

Hello @HTA!
That setting is in the blog by default and cannot be changed. The reason the blog page is set to not cache is that blog pages are frequently updated, so a fresh version of the page is preferable when it loads.
An html cache-control tag has no influence on your search engine ranking. If you wish to improve your search engine ranking, you might consider setting up a Google Webmaster account, through which you can prompt Google to crawl and index your site.
