Yes, you can transfer ownership. There are a couple of ways. If it is the only site in the account; You can just change the email address to the new owners and the password to a temporary one. Then provide the login information to the new owner. Be sure to delete any credit cards you may have saved, under the 'Account' tab.
The second way is to move the site to a brand new account. If the website has a paid subscription or a custom domain that was purchased from Weebly. We can move those with the site. We will need an email address that isn't being used on any other Weebly account, for the new account.
Please note that stores and some apps do not get moved. They would need to be rebuilt on the new account.
