Two tiered tax - no tax charged on first 175

My state only charges sales tax on clothing over $175.  I set up the sales tax using the option to only charge tax on a clothing item over $175 but it is calculating tax on the full item. What am I doing wrong?

The problem is lawmakers come up with these laws but don't worry about how they are going to be implemented in all the millions of cash registers and pos systems out there.

There isn't a way only charge sales tax above a threshold.  The way I have seen some people address this law is to create a variable priced item called sales tax above $175 and then have to manually calculate the amount at the time of sale.
