Reader failing to accept cash manually as well as tap or.apple pay.
Our square is not accepting cash input manually, or Tap and Apple pay.

We'll need some more info to be able to help. What Reader are you using and on what device? the card reader doesn't have anything to do with taking cash payments, maybe you accidentally turned off cash as a form of payment. https://squareup.com/help/us/en/article/6389-manage-payment-types-with-the-square-app

My contactless chip reader and my android phone. When I would tap the blue dollar amount to enter a cash payment for square to record, an error message would popup saying to insert a chip card. Since you tap the blue dollar amount, to either record cash, or prepare the reader to take apple pay or a tap card, or to enter a card manually, I couldn't do any of those things for 4 busy hours yesterday. After repeatedly disconnecting, reloading square, and repeatedly restarting my phone and turning it on and off, the feature appears to be working now. One other thing that my chip reader was doing during this time was that the 4 green lights were staying on solid, and not turning off.
