I have tried several times to change the “free shipping” to a charged amount. Upon check out it still says free.

Thank you for your post in the Community.
To charge a shipping rate for an Online Order would require you to set up a new shipping rule under "Destinations Regions & Rates".
Check out this Support Article as a guide to getting you shipping rate set up.
