Preorders showing "no longer accepting orders" for still available items.

We are having intermittent issues with the new preorder functionality.  We have setup items for preorder, have quantity, and have a future order date cut-off.  Yet for some customers they are getting a "no longer accepting orders" on certain items.  The item itself seems to be in some sort of bad state - and it also does not happen for every customer.  Deleting the item and recreating from scratch seems to have helped somewhat but this issue is still occurring.

 

Any ideas?
