Inhouse local delivery is setup but does not show up on checkout online or on pos?

I have exhausted all my resources to figure this out on my own. I have setup local delivery at both of my locations. I have set it up through fullfillment went through all the steps but it still does not show up on POS or online for local delivery. 

 

Anyone else have this issue?
