Does anyone know how to get around the "Missouri Employer Number" requirement for payroll?

I was told by DOR twice that we don't have to have this number until paying out a certain dollar amount to employees.  However, the payroll feature on square is requiring me to put one in.  I tried all 0's and all 9's like DOR told me but it won't accept that.
