Payroll Taxes Overpayment

I am incredibly frustrated with Square Payroll. There is a credit on my State Unemployment Tax account and Square is refusing to use the credit towards future payments. The state refuses to give me the credit directly because of future liability. I have no way of getting my money. Has anyone else dealt with this? I was on the phone for hours waiting for the MA State Unemployment Office to continue to tell me they can't credit me and I was also on the phone with Square saying they cannot credit me even though I showed them a letter from the state denying my credit refund and that it must be applied to future liabilities. I am ready to move on from Square Payroll but I am really concerned by the continued miscalculations of unemployment taxes owed and pulled.
