I recommend creating two modifier sets—one for the mains and one for the optional sides. After creating your modifiers, create your item and select the two modifiers you created. Customize each modifier as needed (e.g., requiring the mains modifier to select at least one and the sides modifier to require at least three).
Add Modifiers when Creating an Item.
After adding modifiers to the New Item. Select Customize.
Customize how many modifiers are required for each modifier.
