Can't create UPS shipping account

Hi- I'm trying to create a UPS account through the square online store but I keep getting an error "Promotion bid cannot be found or is no longer valid ". This will be my first shipment & I only have the basic plan. Do I need to upgrade my weebly plan first in order to register?

Do you already have an account with UPS?

I know for them you already need to have an account to connect it.
