I took a credit card payment yesterday off-line because of being in the country and Internet was spotty. Today it is showing inclined. What is the next step to trying to re-run the card on file or contacting the owner? I have not run into this before and I cannot find the answer after Searching for it a while this morning

that is one of the risks of taking an offline payment is that the card can be declined.  I don't take offline payments for this very reason.  Unfortunately, there isn't anything you can do unless you got contact info from the customer so you can ask them for another form of payment.
